Role Overview:
The Permits Investigator position is responsible for the gathering of pertinent information necessary for the processing of permit applications to do work within the State of Indiana right of way. This position also requires job site inspections during and after construction to ensure compliance of all applicable laws, policies and design standards. Investigator conducts annual outdoor advertising sign inventory and investigates all encroachment violations. This position reports directly to the Permits Manager.

This position is located in INDOT’s Crawfordsville District, Technical Services Department.
CDL Positions:
Candidates with a current CDL will earn an additional $1 per hour for this position. Candidates without a CDL will be given 90 days to obtain their CDL, with training provided by INDOT, and will then earn an additional $1 per hour upon successfully obtaining their CDL.
Salary Statement:
This position traditionally starts at a salary of $47,320.00 but may be commensurate with education and job experience.
The essential functions of this role are as follows:
• Facilitates all permit application requests to the District and then oversees construction for compliance;
• Investigates the removal of all illegal encroachments on state of Indiana Right of Way;
• Performs final inspections of approved permitted work to ensure work performed is according to the approved permit;
• Updates the inventory of all signs and junkyards on the interstate and primary routes of the district on an annual basis;
• Makes precise measurements and interpretation of the locations of the route, right of way and property lines from checking metes and bounds of the property descriptions;
• Ascertains the zoning area on which the sign is located and checks records of the County Zoning Commission;
• Checks official county roads in order to determine the name of the land owner;
• May notify the property owner, sign owner, and/or junkyard owner of the violation, either in person or through proper correspondence, and request that they remove or relocate the sign;
• Follows up on previously determined violations and notifies District Office personnel of the change of sign status or of non-compliance by land or sign owners;
• Participates in snow removal activities;
• Performs other related duties as assigned.

• High School Diploma or equivalent;
• Two (2) years of regulatory experience (or substitute training as equal experience).
• Knowledge of Indiana laws, and statutory codes, INDOT policies and construction standards;
• Broad knowledge in agency's mission, program, and administrative policies of permit section;
• Must have a valid Commercial Driver's License (CDL) or ability to obtain a CDL within 90 days;
• Must possess a valid driver’s license;
• Excellent interpersonal skills;
• Ability to read and analyze codes and manuals;
• Ability to work with the public to assess needs, provide assistance, resolve problems, and satisfy expectations;
• Must be able to work independently;
• Must be available for snow and ice removal and report in a timely manner.
This role may be utilized in a supervisory capacity based on agency needs.
