We are seeking a Test Engineer Level 3 to provide leadership, technical direction, and integration support for system test and evaluation (T&E) activities across complex programs. This role is responsible for overseeing the planning, execution, and analysis of test data, developing comprehensive evaluation documentation, and ensuring T&E alignment with program objectives and acquisition milestones. The ideal candidate will have extensive experience in system performance analysis, modeling and simulation, and statistical evaluation, as well as demonstrated expertise leading test teams in a Government T&E environment. 

Key Responsibilities: 

  • Lead the development of evaluation and test plans, procedures, and analysis strategies based on system requirements and acquisition documentation. 

  • Oversee data collection, performance testing, and analysis to evaluate system effectiveness and suitability. 

  • Support the creation and review of Government T&E documentation such as Test & Evaluation Strategy, Test & Evaluation Master Plan, Test Readiness Assessments, and T&E Reports. 

  • Collaborate with other test organizations to ensure program-level T&E integration and alignment with broader system engineering activities. 

  • Assess operational and system performance requirements for testability and criticality to frame and prioritize T&E objectives. 

  • Specify, validate, and adapt modeling and simulation tools for test and evaluation use. 

  • Apply statistical analysis to characterize confidence in performance estimates and identify areas of performance risk. 

  • Plan and execute performance data collection activities, ensuring proper synchronization of test events with acquisition decision points. 

  • Establish and manage data and configuration management processes for T&E artifacts and deliverables. 

  • Coordinate with Systems Engineering to ensure that functional analyses, system models, and risk assessments inform evaluation planning. 

  • Support data authentication and discrepancy reporting processes. 

  • Design and implement test surveys, data sampling schemes, and instrumentation plans to optimize data accuracy and resource use. 

  • Ensure test readiness, including personnel training, equipment calibration, and compliance with security, legal, and privacy standards. 

  • Lead, mentor, and provide technical guidance to Level 0 through Level 2 Test Engineers. 

  • Manage T&E resources and tasks; ensure quality assurance of test processes and deliverables. 

  • Serve as primary liaison with Government sponsors for task coordination and execution. 

  • Participate in T&E Working-level Integrated Product Teams (WIPTs) or Integrated Test Teams to coordinate evaluation and testing plans. 

  • Drive innovation and responsiveness to evolving T&E requirements by developing and implementing risk mitigation strategies, alternative plans, and corrective actions. 

  • Maintain awareness of current and emerging agency, national, and international standards relevant to T&E. 

Qualifications: 

  • Bachelor’s degree in Math, Science, Engineering, Statistics, Engineering Management, or a related discipline from an accredited college or university, and 8 years of related experience 
    — OR —· High School Diploma and 12 years of related experience 

  • Proven experience leading and executing large-scale system test and evaluation activities 

  • Expertise in statistical analysis, modeling, and performance risk assessment 

  • Strong understanding of Government T&E concepts, processes, and documentation standards 

  • Ability to manage multiple concurrent T&E tasks and integrate results across technical teams 

  • Excellent analytical, communication, and technical writing skills 

  • Demonstrated ability to coordinate across engineering, testing, and Government stakeholders 

  • Experience managing and mentoring multi-level technical teams 

Clearance Requirement: This position requires ability to obtain and maintain a Top Secret/SCI security clearance, based on current background investigation (SBI), as well as the favorable completion of full scope polygraph. Clearance and polygraph processing will be completed by the U.S. Government. Factors considered for a U.S. Government Security Clearance include, but are not limited to:

  • Subject Interview
