GRADE :        Excepted Service, Grade 6 (ES-6)
SALARY :      $83,698.89

This is an Excepted Service position. Selected candidate must be a District resident or establish residency within 180 days of hire.

Current District of Columbia residents will receive priority and advanced preference for screening and interviews.

 

BACKGROUND

Peer Navigator Supervisor is responsible for providing supervision, mentorship, and leadership to the Peer Navigator team. This role involves overseeing the Peer Navigator program, ensuring its alignment with the organization’s mission and goals, and fostering a supportive and professional environment for team members.

In order to be successful in this role, you will need to have prior experience in both program management, coordinate efforts across departments and knowledgeable of DC reentry and returning Citizens resources.

 

MAJOR DUTIES

  • Supervise, mentor, and lead the Peer Navigator team, ensuring their professional growth and development.
  • Conduct regular one-on-one and team meetings to support staff in achieving program goals.
  • Oversee the Peer Navigator program, developing and implementing policies, procedures, and guidelines.
  • Coordinate ongoing training in areas such as effective support strategies, cultural competence, and best practices.
  • Foster a continuous learning environment that encourages professional development.
  • Collaborate with the Case Management team to ensure a coordinated approach to supporting returning citizens.
  • Facilitate communication and information sharing between Peer Navigators, Case Managers, workforce and outreach departments.
  • Monitor the performance of Peer Navigators, ensuring adherence to program standards and client-centered approaches.
  • Conduct performance evaluations and provide constructive feedback to team members.
  • Lead by example by engaging with returning citizens and providing support when needed.
  • Collaborate with Peer Navigators to address challenges and celebrate successes in client interactions.
  • Coordinate with community resources, service providers, and partners to enhance the services available to Peer Navigators and their clients.
  • Ensure that Peer Navigators are conducting outreach to strengthen current partnerships and development new community resources and services for returning citizens.
  • Oversee the accurate and timely documentation of client interactions and program activities.
  • Generate reports on program outcomes, performance trends, and opportunities for improvement.
  • Advocate for the needs and rights of returning citizens in various forums.
  • Represent the Peer Navigator program in both internal and external meetings and events.
  • Identify opportunities for program improvement and collaborate with leadership to implement innovative solutions.
  • Performs other duties as assigned.
 

COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES

  • Strong leadership and supervisory skills with experience in program management.
  • Must be a returning citizen who's successfully navigated District programs designed to engage and reintegrated. 
  • Knowledge of reentry programs, case management, and support strategies for returning citizens.
  • Able to work well under pressure and meet tough deadlines in a fast paced, demanding environment.
  • Constituent focused; positive outlook; strong people skills.
  • Experience with core issues facing the returning citizen community.
  • Knowledge of the program services provided through MORCA and other partnering agencies.
  • Excellent communication and organizational skills.
  • Experience in coordinating with community resources and service providers.
  • Knowledge of and skill in the application of analytical and evaluative theories, concepts, procedures, methods, standards and practices to the interpretation of policy, and to meet existing and future service requirements. 
  • Ability to organize and manage projects; to review, analyze, and evaluate data; and to prepare analytical reports.
  • Ability to foster a team-oriented environment and lead by example.
 

MINIMUM QUALIFICATIONS

  • Direct personal or professional experience with the District of Columbia's returning citizens community.
  • Demonstrated experience engaging with the returning citizen community with a focus of connecting people to available services and benefits.
 

WORK ENVIRONMENT

The work is performed primarily in-person in an office setting. Times in the field are permitted when there is a related event.

 

SPECIAL NOTE - SECURITY SENSITIVE

This position is deemed security sensitive. The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.

 

RESIDENCY REQUIREMENT

There is a legal requirement that each new appointee to the Excepted or Executive Service either:
  1. be a District of Columbia resident at the time of appointment; or
  2. become a District resident within one hundred eighty (180) days of appointment.

The law also requires that Excepted Service employees remain District residents during the duration of the individual’s appointment. Failure to remain a District resident for the duration of the appointment will result in forfeiture of employment.
